Below is a letter I sent to the bulb manufacturer on Auguat 12th and their response. Everyone who has had the experience of their bulbs burning should file a complaint with the Consumer Product Safety Commission and the manufacturer. Maybe some action will be taken.
I purchased a number of your CFL's from Costco a couple of years ago. Yesterday one of the bulbs (BPCE23TM/4) installed in a ceiling fixture started hissing and smoking. When I removed the bulb the base where the glass is attached was burnt and melted. I have contacted the the US Consumer Product Safety Commission and filed a complaint. I have read on-line that many other people have experienced the same problem with your products. They are a safety hazard and should be recalled before someone is harmed - if that hasn't already happened

I would like to handle this issue personally since this is a rare occurrence. I am very interested in speaking to you and determine exactly which light bulb this could be as I mentioned in the initial email our defective rate is 1% in over 60 different types of compact fluorescent light bulbs.
I would more than happy to send you replacement light bulbs and assure you that what you experienced with the initial set of light bulbs is a rare occurrence with any of the light bulbs that we manufacture and they are all long life quality light bulbs.
